         Welcome to the website of the Mayor’s Office of Recovery          & Management (ORM) at the City of New Orleans


ORM, a division of the Office of the Mayor, is responsible for delivering technical solutions and management to the recovery effort. The Executive Director of ORM is Dr. Edward J. Blakely. Jessie Smallwood, MPH, serves as Deputy Director.

ORM's main responsibility is to oversee the financing and implementation of all public recovery initiatives in the New Orleans. These initiatives include citywide and neighborhood projects as identified by The Unified New Orleans Plan (UNOP). This plan was ratified by the City Council in April 2007 and is now known as the Citywide Strategic Recovery and Redevelopment Plan (CSRRP).

  • - Resettlement

  • - Economic Development

  • - FEMA Public Assistance
