         Major Divisions of the Office of Recovery Management



Second, IEP is helping to guide ORM’s Target Area development, by assessing the condition of the infrastructure and soils in each target area.

Third, IEP is also directly responsible for completing the city’s Hazard Mitigation plan. The plan will look at a variety of options, such as elevation, relocation, floodwalls, internal levees and berms, acquisition, dry floodproofing, wet floodproofing, and hurricane warning & preparedness.

Finally, IEP manages the Section 404 Hazard Mitigation Program for Orleans Parish. This includes two pilot projects:

  • - 1603 Katrina Hazard Mitigation Grant Program for individual homes, which is already fully subscribed.


  • - 1604 Rita Hazard Mitigation Grant Program for the assets of the Sewerage & Water Board and the Mosquito & Termite Control Board.


IEP is also pursuing legislation at the state and federal level which will make more funding available for hazard mitigation programs.

Resettlement and Economic Development:

The Resettlement Division of the ORM is responsible for helping displaced New Orleans citizens return to the city. Two programs are currently available:
