         Funding of Target Area Development: Trigger Projects



In June 2007, the Louisiana Recovery Authority (LRA) gave its approval to the New Orleans Citywide Recovery and Redevelopment Plan (formerly called the Unified New Orleans Plan.). The City then made application to the LRA and received an allocation of $117 million from its Long Term Community Recovery funds (which are part of a larger Community Development Block Grant from the federal government).


The Office of Recovery Management has developed a plan to invest these monies in the target areas. ORM has designated “trigger projects” in the following categories for investment:
  • - School Facilities & Programs

  • - Recreation Facilities

  • - Community Facilities

  • - City Roads & Infrastructure

  • - Libraries

  • - Economic Development & Job programs

  • - Blight Reduction, Home Ownership Assistance, & Neighborhood Recovery

  • - Soil Assessment & Remediation and Hazard Reduction


The specifics of these investments are the result of our discussions with local agencies and with the neighborhood associations and other representatives in the 17 Target Areas, and in other areas across the city.
