Director of Public Assistance Oversight 
Earlier in his career, Dr Thayer was a USAF Officer with service in Southeast Asia as a Combat Intelligence Officer. He then served as a Program Analyst in the Office of Management and Budget, Executive Office of the President in Washington DC under President Richard Nixon. He was appointed by President George H. W. Bush to the Oversight Board of the Resolution Trust Corporation (RTC) and by Governor David Treen to the Board of Supervisors of the Southern University A&M College System where he chaired both the Academic Affairs and Planning Committees.
