Jeffrey is an attorney with over ten years of public policy experience focused on public financing and program development, land use planning, environmental management, and public participation in governmental decision-making. In his current position, he provides counsel on the development of policies and programs aimed at fast-tracking rebuilding initiatives in the City of New Orleans. Prior to joining ORM, Jeffrey was an attorney with the New Orleans law firm, Simon, Peragine, Smith & Redfearn.
Jeffrey provided counsel to government officials and public interest organizations on federal and state land use, environmental, disaster-recovery related laws and regulations. Jeffrey has also been closely involved in rebuilding efforts after the storm and served on Mayor Ray Nagin’s “Bring New Orleans Back” Commission and as a pro bono policy advisor to numerous public interest organizations involved in developing recovery plans for New Orleans. In the months following Hurricane Katrina, Jeffrey published several policy papers and delivered testimony before numerous public bodies on how to restructure local government to enable efficient recovery-based policies, programs, and public participation models. In so doing, Jeffrey was one of the first persons to publicly call for the creation of central recovery office to be administered by the City of New Orleans. For these efforts, Jeffrey was named as one of the top fifty lawyers in the New Orleans Metropolitan Area by CityBusiness Magazine. In addition, he was recognized in Gambit Magazine’s “Forty Under Forty” for 2006. |
